BIM Level 2 has been the UK government's minimum requirement for centrally procured public sector construction projects since April 2016. Understanding what it actually requires — and how to comply with it in practice — is essential for any organisation involved in public sector construction work.
What is BIM Level 2?
BIM Level 2 is a collaborative way of working using federated 3D models where each discipline creates and maintains their own model. Information is shared through a managed Common Data Environment using standardised data formats and naming conventions. The key principle is that information is structured, managed, and shared in a way that allows all project participants to access and use it effectively.
The ISO 19650 standard
BIM Level 2 in the UK is now governed by the ISO 19650 series of standards, which replaced PAS 1192 in 2019. ISO 19650 provides a framework for managing information over the whole life of a built asset. ISO 19650-2 covers the delivery phase including design and construction. The UK National Annex provides specific guidance for UK practice.
Key requirements of BIM Level 2
A BIM Level 2 compliant project team must use a Common Data Environment for managing and sharing project information. Produce an Employer's Information Requirements document. Develop a BIM Execution Plan. Produce models to agreed Level of Detail requirements. Use standardised naming conventions in accordance with ISO 19650. Deliver structured asset information at completion in COBie format.
The Common Data Environment
The CDE is the shared digital environment where all project information is managed. It operates with defined states — Work in Progress, Shared, Published, and Archived. Common CDE platforms include Autodesk BIM 360, Asite, Viewpoint, and SharePoint.
The Employer's Information Requirements
The EIR specifies what information the client requires from the project team. It covers BIM standards, software platforms, naming conventions, LOD requirements at each stage, and the format and structure of information to be delivered at completion.
